Some tweaks to improve "smoothness"

I recently came across an old Reddit post which had some tweaks which improve performance in Sandstorm. I tried them out and it seems to work well for me - my framerate is unchanged but I experience less microstuttering and hitching. It's hard to describe but the whole game just feels "smoother". Could be a placebo I suppose but I'm convinced it's making a difference! If anyone else decides to try them out let me know how it goes
